The IFAB - Laws of the Game 2022/23 as from 1 July

Dear Club Representatives,
For your information, The International Football Association Board (The IFAB) Annual General Meeting was held on 13 June in Doha (Qatar) just 3 days before our CAP meeting in Amsterdam.
During the meeting, The IFAB ratified the changes and clarifications to the Laws of the Game 2022/23 which will come into effect on 1 July 2022. Here the main outcomes:
1. Substitutions: Final confirmation of the option to increase to 5 substitutions in top division with 3 opportunities. Number of listed substitutes can be increased up to 15.
2. Concussions: More trials will be conducted on the potential "permanent additional substitution for concussion".
3. VAR: For competitions with limited ressources, an alternative to VAR was discussed were “challenges" could be used (similar to tennis).
4. Players’ behavior: The IFAB discussed ways to improve players' behavior with referees (e.g. using referee body cameras to prove misbehavior),
5. News trials: New future tests were discussed on kick-ins instead of throw-ins and on ways to improve the amount of time played.
