FIFA Clearing House: operations commencing on 16 November 2022

Dear Club Representatives,
As you might be aware, the FIFA Council approved on 22 October 2022 the FIFA Clearing House Regulations which is also coming into force today (16 November 2022).
The FIFA Clearing House's (FCH) main objectives are to centralize, process and automate payments between clubs, initially relating to training rewards (training compensation and solidarity contributions) and promote financial transparency and integrity. The FCH is an external entity established in Paris on 23 October 2022 and meant to process transfers payments between clubs and ensure compliance with international financial regulations. The FCH Management Board, as well as the majority of Supervisory Board members, are independent of FIFA.
The process of distributing training rewards consists of three steps:
identification of entitlement to training rewards,
creation of an electronic player passport (EPP), and
transfer of payments between clubs through the FCH entity
FIFA will identify triggers of training rewards. The main objective of the EPP is to allow FIFA to create transparency, ensure accuracy and facilitate the calculation of training rewards since it provides the player's registration history from the age of 12. The EPP will also determine the allocation statement, establishing the exact amount owed by the new club to the training clubs. A fundamental change for training clubs in the way they perceive allocations.
Amendments to the RSTP have been made in order to clarify the definition of the terms "Registration", "FIFA Clearing House", "Electronic Player Passport (EPP)", and "Transfer Compensation", along with several concerned articles. Also, amendments to the RSTP that concern the FIFA Clearing House facilitate the following processes:
Automatic generation of the EPP, with a review process in accordance with the FIFA Clearing House Regulations
Referral of complex EPP matters by the FIFA general secretariat to the Dispute Resolution Chamber of the Football Tribunal for decision
Processing of training compensation and solidarity mechanism payments through the FCH entity
Likewise, amendments to additional articles (27, 28 and new 28bis of the Procedural Rules) are aimed at facilitating the procedure relating to training reward claims and providing details to the procedure before the Dispute Resolution Chamber of the Football Tribunal in cases of legal or factual complexity in EPP, with the objective of calculating training rewards due and executing payments through the FIFA Clearing House.
